Prizes were also awarded to: Paul Gould - Conoco, Longest Drive Men; Dave Brown - BP, Closest to Pin Men; Myla Study - Ultramar Diamond Shamrock, Longest Drive Women; and, Diane DeTuerk - Conoco, Closest to Pin Women. Participants enjoyed a reception and prize presentations following the tournament in the beautiful Heritage Eagle Bend Country Club. Thanks to the generosity of CPA members, every golfer took home a prize from the day's event.
CPA's 3rd Annual Meeting was held the following day, September 19th, at the newly refurbished Warwick Hotel in downtown Denver. The first order of business was the election of CPA's Board of Directors.

CPA's outgoing Chairman, Paul Gould, delivered his departing remarks to the group highlighting the successes of an association that was created only three years ago. Gould thanked the many members who helped shape CPA and assisted staff in meeting its goals. Mr. Rich Griebling, Director of the Colorado Oil & Gas Conservation Commission, kicked off the Opening General Session updating members on recent Commission rule changes, statewide oil and gas activity and developments in Colorado's Piceance Basin. Mr. Griebling's power point presentation is available to CPA members in the Member Area of the website. Midmorning, concurrent breakout sessions on air quality and recent royalty developments were held. The air quality session featured Ms. Jill Cooper with Colorado's Air Pollution Control Division and Mr. Dennis Arfmann of Holme Roberts and Owen. Cooper provided updates on a variety of important Colorado air quality issues including the potential regulation of flash gas emissions; implementation of the state's self-audit law; and, developments with regard to the alternative operating scenario and maximum available control technology provisions of the Clean Air Act. A copy of Ms. Cooper's power point presentation is available to CPA members in the Member Area of the website. Dennis Arfmann provided a briefing on EPA's New Source Review enforcement initiative targeting coal-fired utilities, pulp & paper mills and petroleum refineries. The Agency appears to have reinterpreted its regulations with regard to facility modifications that are exempt from NSR permit requirements. A copy of Mr. Arfmann's presentation is available to members in the Member Area of the website. The royalty session dealt with the Westerman Farms v Rogers royalty case. Panelists, John Shepherd of Holland & Hart and George Mueller of Burns, Wall, Smith & Mueller, provided various perspectives on the case in which the Colorado Supreme Court ruled that producers are responsible for paying all costs associated with placing gas in a marketable condition for sale in the commercial marketplace. The Court held producers cannot deduct the cost of gathering, compression and dehydration from payments due royalty owners when gas is sold away from the well. Royalty owner claims will inevitably be provoked by the Colorado decision. CPA's Annual Meeting closed with a reception where members were introduced to Ms. Kit Kimball, recently named Director of External & Intergovernmental Affairs for the Department of Interior; and a luncheon featuring Dennis Parker, Vice President of Safety, Health & Environment for Conoco. Mr. Parker spoke on Conoco's approach to sustainable development, a concept that means quite different things to different people. For Conoco, sustainability is defined as "development that meets the needs of the present without compromising the ability of future generations to meet their own needs." It is accomplished by simultaneously focusing business decisions on economic, environmental and social performance. Full sustainability is reached when eco-efficiency, socio-economic and socio-environmental accomplishment overlap. Conoco was recently selected as a component of the Dow Jones Sustainability World Index (DJSWI) for the second consecutive year. The DJSWI is the first global index tracking the performance of the leading sustainability-driven companies. |
